Three departments jointly released guidelines to promote the improvement and upgrading of the brewing industry.

The Ministry of Industry and Information Technology, the Ministry of Human Resources and Social Security, and the State Administration for Market Regulation have issued the "Guiding Opinions on Upgrading the Quality of the Liquor Industry". The opinions propose that by 2028, the level of integrated development in raw material cultivation, production brewing, circulation consumption will continue to be optimized, the richness of products, the recognition of quality, and the reputation of brands will be significantly enhanced, and enterprises' production methods and business models will accelerate transformation and upgrading, while consumer scenarios and consumption patterns will continue to expand. The industrial layout will be further optimized, with production areas leading and industrial parks driving the development. Three or more traditional advantage liquor production areas with a scale of over 100 billion yuan, and 10 or more specialty liquor industry parks with a scale of over 10 billion yuan, will be cultivated, forming a development pattern of "billion-yuan parks, hundred-billion-yuan clusters, trillion-yuan industry", and supporting infrastructure construction such as standardized supply, quality and safety, and talent training will make positive progress. By 2030, the level of intelligent, green, and international development will continue to improve, the quality and efficiency of development will be greatly enhanced, the scale of the industry will steadily increase, the layout of production capacity and the structure of products will continue to optimize, and a healthy industrial system with a rich variety of products, orderly production and circulation, reasonable regional layout, and a healthy industry ecology will be formed.
