On the morning of February 13, the Ministry of Emergency Management held a video conference to further refine and implement various safety measures before and after the Spring Festival.
The meeting pointed out that since the beginning of this year, the national security situation has been severe and complex. Recently, a series of accidents have occurred in Inner Mongolia, Heilongjiang, Jiangsu, Shanxi, and Shandong, exposing some places and enterprises that still have deep shortcomings in learning lessons, weak efforts in cracking down on illegal activities, a big gap in implementing measures, taking reckless risks, delayed reporting, and concealing accidents. This year's Spring Festival holiday is long, and the public's willingness to travel and go out is stronger. Transportation, catering, entertainment, hotels, and other industries will see a peak in customer flow. At the same time, the risks of rain, snow, ice, forest fires, geological disasters, and other risks have increased significantly. It is necessary to always maintain a clear mind and effectively carry out safety precautions during the Spring Festival to ensure the safety of people's lives and property and the stability of the overall social situation.
The meeting emphasized the need to focus on holiday risks and make every effort to ensure safety prevention and control. It is necessary to strictly control fire safety in densely populated areas, focus on regulating large comprehensive complexes, shopping malls, markets, hotels and restaurants, high-rise buildings, self-built houses, hospitals, and further enhance the safety management of nursing institutions. The meeting also called for efforts to ensure the smooth flow of emergency escape routes, special controls on electric bikes, hot work operations, insulation materials, and to prevent mass casualties in fires; to coordinate the safe and controlled transportation during the Spring Festival travel rush, strengthen supervision of high-capacity passenger vehicles, conduct dynamic monitoring of passenger flows and risk assessments to ensure the safety of people traveling; to promote enhanced safety supervision in cultural and tourism sectors, strengthen on-site risk control in popular tourist areas, large event areas, and crowded areas, improve emergency response plans; strengthen control in high-risk industries and sectors, focusing on safety production in mining, hazardous chemicals, industrial and trade, construction, metallurgy enterprises, coordinate strengthening of hazard inspections and controls in key industries including gas, construction, fishing vessels, and special equipment.
