Shanghai: By the end of 2028, achieve the large-scale access of intelligent terminals such as AI glasses.

The Shanghai Municipal Communications Administration has learned that the "Smart Shanghai Information and Communications Network Empowerment Action Plan" has been officially released. The main goal of the Action Plan is to preliminarily establish an intelligent system for Shanghai's information and communication network by the end of 2028, constructing a modern information and communication network characterized by "high-speed ubiquitous, ultra-low latency, ultra-high reliability, green energy-saving, secure and stable, automatic intelligence," and leading to the attainment of the L4 advanced self-intelligence network level as defined by international standard organizations. Specifically, the intelligence level of wireless networks will be significantly enhanced: comprehensive construction of native intelligence capabilities in wireless networks with an intelligent penetration rate of 60%; the city will have 35,000 5G-A tri-carrier aggregation base stations. The intelligent deployment of wired networks will be comprehensively upgraded: the intelligent coverage rate of new or renovated OLT sites, intelligent broadband gateway coverage rate, deployment rate of intelligent OTN sites, deployment rate of IP network AI intelligent body, and intelligent coverage rate of routers will all reach 40%. The experience of intelligent communication services will be significantly improved: comprehensive promotion of new intelligent applications for communication, striving to reach 5 million users of new intelligent communication applications; achieving the large-scale access of intelligent terminals such as AI cloud phones, AI cloud computers, AI glasses, 5G-A vehicle terminals, and 5G-A robotic devices.
