On February 10th, the United Front Work Department of the Shanghai Municipal Party Committee held a symposium on "deeply studying the important speeches and promoting development by uniting forces". Combining the practical work of the past year, the current situation of private economic development was analyzed, consensus was reached, confidence was strengthened, and efforts were made to continue expanding, strengthening and optimizing Shanghai's private economy. Over the past year, Shanghai has deepened the implementation of the important speeches made by General Secretary at the private enterprise symposium, continuously optimized the business environment, strengthened policy support, and promoted strong development resilience and adaptability in the private economy. By 2025, Shanghai's private enterprises accelerated their foreign trade, with a total import and export volume of about 1.8106 trillion yuan, a year-on-year increase of 25.8%, which was 20.2 percentage points higher than the average level of the city during the same period. Private enterprises employed approximately 2.195 million people, accounting for 71.5% of the total number in the city; there were about 392,000 new private market entities, accounting for 95.4% of the total new entities in the city, with a registered capital of approximately 881.9 billion yuan, a year-on-year increase of 37.4%. The meeting pointed out that 2026 is the beginning of the "Fourteenth Five-Year Plan". It is hoped that the majority of private entrepreneurs will have the patriotic ambition to be the drivers of the "Fourteenth Five-Year Plan"; devote themselves to development and contribute to the construction of the "Five Centers" and the Peoples City; abide by the law and excel in management as practitioners of modern corporate governance; promote common prosperity from becoming rich first, and be contributors to social responsibility. The United Front Work Department of the Shanghai Municipal Party Committee and the Shanghai Federation of Industry and Commerce will play a coordinating and bridging role, continuously deepen communication between government and enterprises, and assist the majority of private enterprises in investing, operating, and developing with confidence in Shanghai.
