National Development and Reform Commission: Significant progress has been made in the construction of a unified national electricity market system.
Today, it was learned from the National Development and Reform Commission that after 10 years of effort, China's electricity production organization has completely shifted from planned to market-oriented. Significant progress has been made in the establishment of a national unified electricity market system. It is reported that by the end of 2025, the volume of electricity traded in the market reached 66 trillion kilowatt-hours, an increase of about 7 times compared to 2015, accounting for 64% of the total electricity consumption in the entire society, up from less than 15%. Apart from guaranteed and self-generated electricity consumption, all electricity is now traded through the market. A market structure with various participants has been initially formed. By the end of 2025, all users on the demand side, all coal-fired power plants on the supply side, nearly 60% of new energy, 40% of hydropower, and nearly half of gas-fired and nuclear power plants have entered the electricity market. The number of registered entities in the electricity market has surpassed 1.09 million, an increase of 22 times from 2015. Over 5,000 electricity sales companies and nearly 500,000 electricity traders have emerged. Electricity resources are flowing more freely in a larger scope, with cross-provincial and cross-regional electricity transactions increasing from less than 0.1 trillion kilowatt-hours in 2015 to about 1.6 trillion kilowatt-hours in 2025. In addition, a market-based electricity pricing mechanism that allows for fluctuations in price has been preliminarily established, achieving full coverage of all categories of electricity trading.
