On the 10th, Chief Executive of the Hong Kong Special Administrative Region Carrie Lam expressed full support and welcomed the Central Government's release of the White Paper on upholding national security in Hong Kong under the principle of "one country, two systems." She stated that she will lead and coordinate the SAR government, legislature, and judiciary to fulfill the content and requirements of the White Paper, and will fully defend national sovereignty, security, and development interests. The White Paper clarifies that the struggle to uphold national security in Hong Kong has never ceased. Carrie Lam said that for a long period of time after the return of Hong Kong, it was subjected to intervention and sabotage by anti-China and chaos elements as well as external forces, and the SAR has yet to complete the local legislation under Article 23 of the Basic Law. These destructive forces collude inside and outside, constantly challenging the bottom line of the principle of "one country, two systems," organizing various subversive activities. During the "black violence" period, rioters burned the national flag, defaced the national emblem, tore up the Basic Law, attacked the SAR government headquarters, the Legislative Council, and the Central Government's agencies in Hong Kong, advocated for "Hong Kong independence," and brazenly attempted to subvert the government and split the country, making the situation in Hong Kong perilous. Today, while we are fully focused on economic competitiveness, development, construction, and improving people's livelihoods, Hong Kong must remember that national risks still exist and can occur suddenly. We cannot forget the pain of past wounds, nor should we forget the painful experiences and lessons of 2019.
