The draft agreement includes multiple commitment clauses to ensure that high-energy data centers will not increase residential electricity prices, worsen water supply pressures, or compromise the reliability of the power grid. It also specifies that businesses driving electricity demand growth must bear the cost of building new infrastructure. The draft agreement has not been finalized and may still be modified, positioning it as a voluntary agreement between Trump and major U.S. technology companies and data center developers. The agreement may constrain artificial intelligence giants such as OpenAI, Microsoft, Google, Amazon, Meta, and others to comply with a range of broad energy, water resource, and community-related guidelines.
