For the first time in our country, we have clarified the cultivation of three types of data circulation service institutions to support the "Artificial Intelligence+" action.

Today, the National Bureau of Statistics, the Ministry of Industry and Information Technology, the Ministry of Public Security, and the China Securities Regulatory Commission jointly released the "Opinions on Cultivating Data Circulation Service Institutions to Accelerate the Marketization and Value-added of Data Elements", which for the first time clearly states that China will cultivate three types of data circulation service institutions. The three types of data circulation service institutions include: data exchanges, data circulation service platform companies, and data merchants. The three types of institutions have clear positioning, with data exchanges emphasizing comprehensive service functions, data circulation service platform companies emphasizing professional development, and data merchants focusing on increasing data product and service development efforts. The "Opinions" also propose exploring diversified circulation trading models, encouraging various entities to expand exchanges in various ways such as exchanging data for data, orders, services, models, and scenarios. Industry insiders point out that breaking through traditional trading paradigms and cognition is conducive to promoting the value release of data elements on a larger scale. To promote the coordinated advancement of the "AI+" and "data elements x" actions, the "Opinions" propose targeted policy measures to build high-quality data sets for AI development and to expand high-quality data set circulation trading methods to adapt to AI development. The "Opinions" also propose supporting various data circulation service institutions to strengthen cooperation with AI companies and provide data aggregation, governance, and model training services relying on data infrastructure.
