The opinions point out to stabilize land contract relationships. The second round of land contract will be extended for another 30 years as a pilot project in the whole province. It will guide each province to improve the work mechanism, research and formulate specific methods for extending contracts, refine supporting measures, properly resolve conflicts and disputes in the contract extension, and ensure that the vast majority of farmers can keep their original contracted land stable and smoothly extended. Improve the rural land contract information application platform and guide all regions to sign contracts online. Guide the normative and orderly transfer of rural land management rights, strengthen the risk monitoring and early warning for long-term and large-scale land transfers, and strictly prohibit pushing land transfers through setting quotas or including transfer areas and ratios in performance assessment. Strengthen the management of state-owned agricultural land use and improve the system of state-owned agricultural land contract operation.
