The 5th session of the 14th Sichuan Provincial People's Congress opened on the morning of February 3rd. The meeting listened to the report on the work of the provincial government delivered by Governor Shi Xiaolin. When introducing the main considerations for the development of the "14th Five-Year Plan", Shi Xiaolin said that the provincial government has organized the drafting of a draft outline plan, which will be submitted to the congress for review. The draft outline plan sets out the main goals such as "making important progress in building a modern economic powerhouse province", detailed 23 key indicators in five categories including economic development, innovation-driven, people's livelihood, green and low-carbon, and security, and specified the expected goal of maintaining economic growth rate higher than the national average. The draft outline plan clearly defined the key tasks for economic and social development in the next five years, emphasizing on four aspects: first, focus on making new breakthroughs in developing new quality production forces. Second, focus on making new breakthroughs in deepening reform and opening up. Third, focus on making new breakthroughs in improving people's livelihood. Fourth, focus on making new breakthroughs in strengthening the foundation of security.
