Start the construction of the extension of the Jiamin Line northward rail transit line, and accelerate the construction of the Chongming Line and other rail transit lines. Implement a new round of stable foreign trade policies and special actions to facilitate cross-border trade, vigorously cultivate high-level trade merchants, support enterprises to actively explore diversified international markets. Implement the new version of the catalogue of encouraged industries for foreign investment, guide and support more foreign-funded enterprises to invest in advanced manufacturing, modern services and other industries, further enhance the level of regional headquarters of multinational companies and foreign-funded research and development centers.
