The investigation report on the "69" general power construction explosion accident in Quanzhou Nan'an released today on the official website of the Emergency Management Department of Fujian Province shows that, according to the investigation conducted by the accident investigation team of the Fujian Provincial People's Government, the explosion accident that caused 2 deaths in Xiadian Village, Shuitou Town, Nan'an City, Quanzhou on the evening of June 9, 2025, was a general production safety liability accident. The accident investigation team made recommendations for handling the relevant responsible units and personnel, as well as for rectification and prevention measures. Among them, Huang Jianbiao, the controlling shareholder of Quanzhou Feivan Cross City Engineering Co., Ltd., and 4 others bear direct responsibility for the accident and are suspected of committing the crime of a major liability accident, and it is recommended that the judicial authorities investigate their criminal responsibilities in accordance with the law. 19 relevant public officials including the head and manager of the Nan'an branch of Quanzhou Yixing Electric Power Engineering Construction Co., Ltd. were disciplined internally and economically punished. It is recommended to impose administrative penalties on three companies and three individuals responsible for the accident. The Nan'an State-owned Assets Management Committee Office and the Nan'an Municipal Government were instructed to conduct a thorough inspection.
