The Ministry of Natural Resources releases typical cases of underground space development and utilization.
Recently, the Ministry of Natural Resources released typical cases of underground space development and utilization in a special form for the first time, involving 22 innovative practices in 17 provinces. The release of these cases aims to play a demonstrative and leading role, promote the orderly development and utilization of underground space, improve the precision of land element allocation and utilization efficiency, and provide strong support for high-quality economic and social development. The 22 typical cases released this time were carefully selected by the Ministry of Natural Resources and cover five major categories: integrated development of underground space, underground transportation facilities, underground municipal and civil defense facilities, underground commercial development, and new types of underground space utilization. These cases include benchmark demonstrations in first-tier cities as well as characteristic explorations in central and western cities, with demonstrative value that is replicable and scalable. For example, in the Guansha North Comprehensive Transportation Hub project in Shenzhen, Guangdong, the development of comprehensive transportation hubs is the core, achieving a symbiotic ecosystem of "transportation-commerce-industry" through integrated planning and construction, three-dimensional composite layout, and network connectivity. In Yinchuan, Ningxia, the development and utilization of underground space in old city park areas is the core, innovating the "layered composite + smart operation" model to achieve standardized and efficient use of underground parking lots through innovative practices such as layered processing of real estate ownership certificates. In Changsha, Hunan, the "ecological restoration + industrial development" model is being explored, transforming a hundred-meter-deep mine pit into a theme park by combining terrain features, achieving multiple goals such as ecological restoration, cultural heritage, and industrial development.
