The first trial verdict of the Xu Faqi criminal group case was announced.
On January 30, 2026, Chongqing Fifth Intermediate People's Court publicly announced the first-instance verdict of the criminal group case of Xu Faqi. Xu Faqi was sentenced to death with a two-year reprieve; Zhang Longlong was sentenced to life imprisonment; Luo Yujun, Xi Kangqiang, and Liu Shibing were sentenced to varying terms of imprisonment from twenty-five years to fourteen years, and were also subject to confiscation of property, fines, and other additional penalties. It was found in the trial that since 2019, a criminal group led by Xu Faqi as the primary leader and with Luo Yujun and others as key members, collaborated with a telecommunications fraud group using Xu Faqi's influence in the Kokang region of Myanmar to establish multiple scam parks for telecommunications fraud, involving fraudulent funds of over 1.1 billion yuan. During the armed protection process, they intentionally harmed individuals involved in fraud who did not comply with management, resulting in one death and one injury. Xu Faqi also engaged in crimes such as smuggling and drug trafficking. The Fifth Intermediate People's Court of Chongqing considered that the actions of the defendants Xu Faqi, Zhang Longlong, Luo Yujun, Xi Kangqiang, and Liu Shibing constituted six offenses including fraud, intentional injury, smuggling, and drug trafficking. The court made the above judgment based on the facts, nature, circumstances, and degree of harm to society of each defendant's crimes. More than 20 people, including deputies of the People's Congress, members of the CPPCC, relatives of the parties involved, and members of the public, attended the sentencing.
