The State Council's State Council for Work Safety, the National Committee for Disaster Reduction and Relief, and the Ministry of Emergency Management adhere to early planning, early deployment, and early action to make arrangements for safety precautions at the end of the year and the beginning of the year, and to prepare for preventing and responding to low temperature, rain, snow, and ice disasters. In response to low temperature, rain, snow, and ice disasters, emergency relief supplies are fully stockpiled. Professional equipment such as snow removal, snow melting, and ice breaking are deployed in some key areas, along with sufficient emergency command and communication equipment, pre-positioned helicopters, unmanned aircraft, and other aviation forces to meet emergency needs. Various types of emergency rescue forces totaling more than 40,000 people have been pre-positioned in key regions such as Northeast, North, Northwest, Central, and Southwest China, carrying 3,900 sets of rescue equipment to ensure a rapid, efficient and effective response to low temperature, rain, snow, and ice disasters. At the same time, all levels of emergency management departments will strictly implement the on-duty shift system for leading cadres on duty, as well as the 24-hour duty system for key positions, and will promptly activate emergency response and respond to and handle emergencies in a timely manner.
