According to the Ministry of Civil Affairs, the Ministry of Civil Affairs has taken various measures to urge and guide local authorities to do their best in ensuring social assistance and basic life security for the needy population, effectively guaranteeing the basic living standards of the needy. The Ministry of Civil Affairs has instructed local authorities to comprehensively implement basic life assistance policies such as subsistence allowances and special support for the destitute, promptly including all eligible applicants in the assistance scope, ensuring that "those who should be supported are fully supported, those who should be assisted are fully assisted." Timely and sufficient distribution of subsistence allowances, assistance and support funds for the destitute, encouraging eligible areas to advance the distribution of assistance funds during the New Year and Spring Festival period or to increase one-time living subsidies. Local governments further optimize the process and accelerate the review, confirmation, and fund distribution speed for new applicants for subsistence allowances and special support during the festive period. Utilize and implement temporary assistance policies effectively, fully implement policies such as "small amount, quick assistance" and "directly implement temporary assistance in areas of emergencies", improve the efficiency of assistance, and fully play the role of temporary assistance in emergencies, transitions, connections, and supplements. Strengthen the connection between social assistance policies such as subsistence allowances and assistance policies for disaster-affected individuals, ensuring the basic living security of disaster-affected needy populations after the emergency and transition periods. Previously, the Ministry of Civil Affairs and the Ministry of Finance had allocated in advance 141 billion yuan in central government assistance funds for the needy population for 2026, and strengthened support for the basic living security funds of needy populations in local areas. Provinces such as Beijing, Tianjin, Shanghai, Jiangsu, and Ningxia have increased one-time living subsidies for the needy population through cash, consumer vouchers, or goods.
