Shenzhen: Increase promotion and application of digital RMB in various key areas, and implement comprehensive prepayment fund supervision.

The Market Supervision Administration of Shenzhen and four other departments have issued the "Three-Year Action Plan for Optimizing Consumer Environment in Shenzhen". It includes proposals to strengthen the governance of prepaid business operations. To promote the legislation of prepaid business supervision, the in-depth implementation of the "Special Governance Plan for Deepening Prepaid Business Supervision" and the "Compliance Guidelines for Prepaid Business Activities" are being carried out. Intelligent supervision application will be enhanced to dynamically monitor and inspect business entities that charge "prepaid fees", timely identify malicious behaviors of "taking the money and running". Efforts will be made to strengthen the coordination between law enforcement agencies and establish standards for transferring clues. Industry associations will actively promote the issuance of industry self-discipline conventions and reference templates for prepaid business contracts, in order to establish a demonstration of businesses voluntarily filing in the field of non-mandatory prepaid fund supervision, a demonstration of businesses with full fund supervision, and to strengthen the construction of worry-free prepaid business circles. Efforts will be made to promote the use of digital RMB in key areas and implement full-scale prepaid fund supervision.
