The National Immigration Administration held a press conference today to introduce that in 2025, a total of 6.97 billion people entered and exited the country nationwide, an increase of 14.2% compared to the previous year, reaching a historic high. Reporters learned from the conference that in 2025, China implemented a series of innovative measures to support the expansion of open services for high-quality development, injecting new vitality and energy into high-level opening and high-quality development. In terms of promoting exchanges between Chinese and foreign personnel, the pilot cities for issuing and replacing entry and exit documents for mainland residents online were expanded to a total of 50 cities. Spokesperson Lu Ning of the National Immigration Administration stated that the number of countries eligible for the 240-hour transit visa waiver policy for Indonesia was increased, and Guangdong added 5 ports to the list of applicable ports, bringing the total number of ports to 65. The policy of visa-free entry for tourist groups from ASEAN countries into Xishuangbanna, Yunnan was implemented. Cooperating with relevant departments, the number of unilaterally visa-free countries for China was increased to 48, and the number of countries with reciprocal visa-free agreements was expanded to 29, promoting the increase of unilaterally visa-free countries for Chinese citizens to 28 countries, boosting the continuous growth of "Chinese tourism" and "Chinese shopping." In terms of facilitating exchanges between mainland China and Hong Kong, Macau, and Taiwan, the policy of granting visas for talent from Hong Kong and Macau was expanded to cover the Yangtze River Delta, Beijing-Tianjin-Hebei regions, and all free trade zones nationwide; the policy of reducing or exempting fees for Taiwan's "first-time visitors" applying for Taiwan compatriot permits was implemented. Tianjin Port and 42 other ports were added for Taiwan residents to apply for a single-entry mainland travel permit, increasing the number of ports for Taiwan residents to apply for a single-entry mainland travel permit to 100; the policy of applying for residence permits for family visits to Taiwan was implemented nationwide for mainland residents. In terms of serving the national and regional development strategy, new immigration and emigration management policies supporting the construction and development of demonstration areas for China-Shanghai Cooperation Organization local economic and trade cooperation, and the Hexi Deep Hong Kong Science and Innovation Cooperation Zone were implemented. It promoted the establishment of a system of entry visas, permanent residency, etc. that respond to the entire process, attracting a group of urgently needed high-level international talents to participate in China's modernization.
