At the second plenary session of the Fourth Session of the Sixteenth Beijing Municipal People's Congress, Li Xiuling, Director of the Standing Committee of the Beijing Municipal People's Congress, reported on behalf of the Standing Committee of the Beijing Municipal People's Congress. The work report shows that in 2026, Beijing has preliminarily arranged 36 legislative topics. Among them, focusing on implementing the strategic positioning of the capital city, it is planned to formulate regulations on the management of unmanned aerial vehicles and museum regulations; focusing on promoting the high-quality development of the capital, it is planned to formulate regulations on promoting private economy and developing the artificial intelligence industry; focusing on improving the level of urban governance, it is planned to formulate regulations on surveying geographic information, noise pollution prevention and control, and amendments to dog management regulations; focusing on improving people's livelihood and protecting the legitimate rights and interests of the people, it is planned to formulate measures for the implementation of food safety laws, regulations on the protection of the labor rights of laborers in new forms of employment, and amendments to the measures for the implementation of the Red Cross Laws.
