Three departments: The government, or government-affiliated entities, manage the fees for burial plot usage in commercial cemeteries in accordance with government guidance pricing.
The National Development and Reform Commission, the Ministry of Civil Affairs, and the Ministry of Finance have issued a notice on further improving the funeral service fee policy. The ecological burial fee charged by various funeral service institutions, as well as the grave use fee, niche use fee, and maintenance fee charged by urban public welfare cemeteries and commercially operated cemeteries organized or participated in by the government, are to be determined by the provincial-level development and reform department in conjunction with the same-level financial and civil affairs departments, or authorized by the provincial government to be determined by the city-level and above government, and to be implemented under government-guided pricing management. In principle, rural public welfare cemeteries should not charge villagers for grave use fees, and if maintenance fees are required, the village committee or village collective economic organization should clearly define the fee standards based on actual costs. For other commercially operated cemeteries, the grave use fees, niche use fees, maintenance fees, etc. should be generally determined by market-regulated prices. The fee standards should be determined by funeral service institutions based on actual costs and reasonable profits, and reported in writing to the local civil affairs department. City-level and above civil affairs departments of local governments should strengthen the fee guidance for commercially operated cemeteries in accordance with the law, strengthen guidance by clearly defining fee standards and implementing effective industry supervision measures.
