Chinese Permanent Representative to the United Nations Fu Cong spoke at the United Nations Security Council open debate on international law and urged a resolute defense of the purposes and principles of the United Nations Charter and a firm commitment to upholding the authority of international law. Fu Cong stated that the United Nations Charter is the fundamental guideline for handling international relations and is an important cornerstone of international order stability. Countries should treat each other as equals, respect each other's sovereignty and territorial integrity, and adhere to resolving disputes peacefully, oppose or threaten the use of force in international relations, and adhere to the "golden rule" of non-interference in the internal affairs of other countries. He emphasized that international law applies equally to all countries, there are no exceptions and should not be any. No country should act as an international policeman, nor should any country claim to be an international judge. The world cannot regress to the law of the jungle where the strong prey on the weak. Major powers should take the lead and not engage in double standards or selectively apply laws, nor impose their own will on others. The trend towards a multipolar world and democratization of international relations is irreversible. The world's destiny should be jointly held by all countries, international rules should be jointly set by all countries, and the benefits of development should be shared by all countries. Fu Cong pointed out that the United Nations is the most universal, representative, and authoritative intergovernmental international organization. The more complex the international situation, the more important it is to uphold the authority and status of the United Nations. All parties should not use the United Nations when it suits them and abandon it when it does not, nor should they disregard the United Nations and create alternative mechanisms. The Security Council has the primary responsibility for maintaining international peace and security, and its status and role are irreplaceable. Fu Cong also stated that China is a staunch defender of international law. China will work with other countries to actively promote the building of a community with a shared future for humanity and make new contributions to strengthening international law, promoting world peace, and development.
