The Housing and Urban-Rural Development Bureau of Haikou City issued a public announcement on soliciting existing commercial housing for the purpose of providing guarantee rental housing. The solicitation period is from the date of the announcement until January 28, 2026. The solicitation scope includes newly-built unsold ordinary commercial housing projects in the central urban area of Haikou City and the Hainan Free Trade Port Key Industrial Park within the jurisdiction of Haikou City. The requirements for the solicited housing include convenient transportation, complete supporting facilities, compliance with quality and safety requirements, and meeting fire protection standards. Related education, medical, commercial facilities, etc. are all fully equipped. The single building area of the housing should be controlled within 120 square meters in principle, but can be appropriately relaxed based on market supply and demand relationships and real estate development factors. The construction start time for the housing should be after 2020. The principle of acquiring housing is to concentrate acquisitions, and priority should be given to selecting entire buildings or units for acquisition as the basic acquisition unit. Priority should be given to acquiring housing projects that can promote the development needs of the four dominant industries, provide housing security for the dominant industries, and accelerate the integrated development of industry parks. The ownership of the project housing should be clear and legal, without any disputes. Legal buildings obtained through land acquisition and complete building permits should not have any restrictions on transfer registration such as seizure registration, objection registration, etc.; if there are other encumbrances such as mortgage registration, the consent of all encumbrance holders should be obtained. The acquisition will be carried out by relevant state-owned enterprises as the main implementing entities. Real estate development companies should provide reasonable quotations based on their own circumstances, and the acquisition price should be determined legally and reasonably by the implementing entity and the real estate development company. The acquisition price should ensure that the operating income of guarantee rental housing covers financing and operating costs.
