Shanghai: Properly advance the construction of new information infrastructure, deeply promote "5G + Industrial Internet"
On January 20, 2026, the Shanghai Municipal Communication Administration organized and held the 2026 work conference of the Shanghai information and communication industry. The meeting emphasized the need to collaboratively overcome technological shortcomings to promote improvement, to moderately plan ahead and construct new information infrastructure, to improve the policy measures for upgrading the "dual gigabit" network, and to focus on the new round of trials for the 10-gigabit optical network. The conference also aims to deeply promote the "5G + Industrial Internet" to promote the intelligent, green, and integrated development of industries. Strengthening collaborative governance capabilities is also a priority, focusing on rectifying disruptive market behaviors such as low-level "price wars," "bundled sales," and "inducing mobile number transfers," and exploring the construction of a new governance framework of "government guidance, enterprise leadership, and social collaboration." By leveraging the district-level communication management office and strategically allocating intelligent computing resources, it aims to achieve regionalized and differentiated precise empowerment to promote high-quality development of artificial intelligence in a tailored approach based on local conditions.
