On the 22nd, it was learned from the Ministry of Civil Affairs that the Ministry of Civil Affairs and the Ministry of Finance recently jointly issued a notice on the comprehensive implementation of the subsidy project for elderly people with moderate and above disabilities to consume elderly care services. It was decided to organize and implement the subsidy project for elderly people with moderate and above disabilities nationwide starting from January 1, 2026, with a duration of 12 months based on the previous pilot work. The notice pointed out that all regions should comprehensively promote the precise connection of the local information management system and the subsidy project information system "Minzhitong", and timely register relevant elderly care institutions, community elderly care service institutions, and third-party professional assessment institutions into the database. Regions should prepare for the assessment of the elderly's abilities, and promptly collect and organize data of elderly people who have been assessed and determined to have moderate or above disabilities since July 2024 in the local area. At the same time, regions should establish a team of assessors for the elderly, align local assessment standards with national standards, and effectively meet the demand for centralized assessment applications. The notice also requires strengthening the supervision and management of assessment, services, and funds, and clearly states that regions should establish a dynamic management mechanism for assessment institutions, rigorously select before and strengthen inspection after; organize elderly care institutions to sign integrity commitment letters, clarify service standards and fee requirements, and establish a service quality evaluation system, with a deadline for rectification for elderly care institutions with many negative reviews; strengthen the supervision of fund use for subsidy projects, and strictly review fund settlement materials. In terms of promoting service development, the notice emphasized that regions should take the implementation of subsidy projects as an opportunity to strengthen the cultivation and development of professional, chain, and branded elderly care service institutions, encourage and support elderly care service institutions to extend services to rural areas, and promote the development of home and community elderly care services, guiding and supporting community elderly care service institutions to provide professional elderly care services for elderly people with disabilities at home.
