On January 22nd, Chen Bangxun, director of the Department of Development and Planning of the Ministry of Agriculture and Rural Affairs, stated at a press conference of the State Council Information Office that the Fourth Plenary Session of the Twentieth Central Committee of the Communist Party of China clearly stated, "To stabilize land contract relationships, steadily promote the pilot extension of another thirty years after the expiration of the second round of contracts." In the work, we must grasp three aspects well: First, adhere to the principle of extending contracts, that is, adhere to "major stability, minor adjustments", make good use of the results of rural land contract registration and certification, and ensure that the majority of farmers can keep their original contracted land stable and smoothly extend their contracts. For individual adjustments, we must strictly adhere to the law and regulations. Second, standardize the extension procedure, carry out pilot projects in accordance with the norms of the extension work procedures, ensure that the procedures are legal and compliant, especially the extension plans must be submitted to the member assembly of the rural collective economic organization for review, and implementation must be organized after approval by more than two-thirds of all members. Third, resolve outstanding contradictions properly, grasp the scales of "special groups", "special circumstances", and "historical issues", for reasonable demands, they can be properly resolved through flexible land management and new arable land, and also encourage solving through collective income distribution, providing employment services, and public welfare position placement outside of land.
