National Development and Reform Commission: Further lowering the threshold for investment in declared projects and increasing support for small and medium-sized enterprises.
Wang Shancheng, Director of the Environmental Protection Department of the National Development and Reform Commission, stated at a press conference held by the State Council Information Office on the 20th that the arrangements for the new policies in 2026 have been announced. The new policies further optimize the scope of support, subsidy standards, and implementation mechanisms, timely issuing the first batch of 62.5 billion yuan in ultra-long-term subsidy liabilities to support consumer goods funding. On January 1st, all regions will continue to implement the transformation of consumer goods, achieving a smooth transition and orderly connection of policies. To further improve the efficiency of fund utilization and expand the efficiency of policy stimulation, three main arrangements have been made: first, to lower the threshold, further reduce the investment threshold for project applications, increase support for small and medium-sized enterprises, and expand the coverage of policies. Second, to strictly control, refine and improve project conditions and review standards in various fields, improve the quality of project reviews, standardize equipment depreciation and disposal figures, and avoid resource wastage. Third, strengthen supervision, improve the closed-loop management system for equipment renewal projects, clarify the responsibilities of all parties, strengthen daily scheduling and supervision checks, accelerate project construction and implementation, and improve the efficiency of fund utilization.
