Reporters learned from a recent meeting of local state-owned assets supervisory authorities that, as of now, 16 local state-owned assets supervisory authorities across the country have established a system for evaluating the input and output of research and development. Provinces such as Jiangsu, Hebei, Jilin, and Heilongjiang have established long-term collaborative mechanisms with departments of science and technology, industry and information technology, and finance to jointly support provincial state-owned enterprises in participating more deeply in national and provincial key research and development programs and the construction of key innovation platforms, promoting the aggregation of innovation elements towards enterprises. Zhejiang has issued a "Number One Document" supporting technological innovation in state-owned enterprises for two consecutive years, accelerating the establishment of a collaborative mechanism for "enterprises posing questions, platforms answering questions, workshops verifying questions, and markets evaluating questions." The innovation ecosystem continues to be optimized. Chongqing is promoting in-depth cooperation between industry, academia, research, and application, with municipal state-owned enterprises reaching cooperation agreements on 107 projects with more than 50 universities and research institutes including Tsinghua University, jointly establishing 33 innovative alliances in various forms. Sichuan has completed and put into operation a Southwest technology innovation service platform for the transformation of scientific achievements, and has been continuously promoting the construction of 10 pilot and validation platforms for new energy materials and other areas.
