The White House of the United States issued a statement on the 14th, stating that the U.S. will impose a 25% tariff on some imported semiconductors, semiconductor manufacturing equipment, and derivative products starting from the 15th. According to the fact sheet released by the White House, both NVIDIA's H200 chip and AMD's MI325X artificial intelligence accelerator chip are within the scope of this tariff. The statement said that the tariff is based on Section 232 of the Trade Expansion Act of 1962, with the aim of addressing "national security threats." The U.S. consumes about a quarter of the world's semiconductors, but only produces about 10% of the chips it needs. The U.S. semiconductor manufacturing capacity cannot meet the needs of national defense and the growing commercial demand, and the dependence on foreign supply chains poses serious economic and national security risks. The appendix released by the White House also shows that semiconductor products used in data centers, research and development, maintenance, and public sectors are not included in the scope of this tariff. Passenger cars, light trucks, medium and heavy-duty vehicles, steel, copper, aluminum products, as well as products from Canada and Mexico that have already been subject to tariffs, will not be subject to additional tariffs. The statement said that if the relevant exporting parties fail to reach an agreement with the United States through negotiations within 180 days after the publication of the statement, President Trump may take other measures to adjust imports.
