Hunan releases implementation plan to promote provincial level coordination of basic medical insurance.

The General Office of the Hunan Provincial People's Government issued the "Implementation Plan for Promoting the Provincial-level Integration of Basic Medical Insurance". It proposes to unify the insurance premium payment policy. The province will unify the calibre of the medical insurance premium base for employees, the payment base value, and the payment rate. Flexible employment personnel who apply to participate in employee medical insurance will pay the employee medical insurance premium according to regulations. Individuals receiving unemployment insurance benefits will have their employee medical insurance premiums paid by the unemployment insurance agency during the period of receiving unemployment benefits. Balanced treatment guarantee standards will be implemented. The province will unify the inpatient and outpatient reimbursement deductible standards, payment ratios, and maximum payment limits. The gap in the level of benefits between employee medical insurance and resident medical insurance will be reasonably determined. The outpatient guarantee system will be optimized, outpatient policies for chronic and serious illnesses will be unified, and the efficiency of general outpatient treatment guarantee policies will be improved. The maternity insurance system will be standardized, and maternity insurance policies and measures will be improved. A uniform policy for seeking medical treatment in different places will be implemented, with the reimbursement and payment ratio for medical emergencies in different places and for long-term residents in different places implemented according to the standards of the insured location. The reimbursement and payment ratio for seeking medical treatment in other places within the province and for transferring to another province will be reduced by 10 percentage points, and the reimbursement and payment ratio for seeking medical treatment in other provinces without an emergency and without referral will be reduced by 20 percentage points.
