On January 14, the China Automotive Industry Association's China Automotive Industry Economic and Technical Information Research Institute released the "2025 Urban NOA Autonomous Driving Assistance Research Report." The report suggests that a roadmap for the management of autonomous driving levels should be issued as soon as possible, outlining the boundaries of each level of functionality, safety responsibilities, and admission standards, and promoting revisions to relevant laws such as the "Road Traffic Safety Law" to clarify responsibility determination rules. It also recommends expanding the pilot scope of L3 level and above autonomous driving in typical urban clusters and specific scenarios, accelerating technological verification and exploration of business models through hierarchical and scenario-based scaled applications.
