SEPTA restores key commuter services in Philadelphia.

After the Federal mandated inspection and repairs of the aging Silverliner IV trains, the Southeastern Pennsylvania Transportation Authority restored regional rail early morning express services and reopened the downtown tram tunnel, alleviating congestion and delays.
