Minister of Commerce Wang Wentao: "During the 15th Five-Year Plan period, we will actively expand independent opening up and lead more open initiatives."
On December 29, 2025, Wang Wentao, Secretary of the Party Group and Minister of the Ministry of Commerce, made a special report on "Expanding High-level Opening-up and Promoting Inclusive Economic Globalization". The report was published in summarized form in a Q&A format on January 13. Wang Wentao stated that during the "14th Five-Year Plan" period, China will actively expand its opening-up. Based on the needs of China's own development and considering the need for positive interaction with the world, China will lead more in opening-up. Internally, opening-up will promote reform and development. Proactively aligning with international high-standard economic and trade rules, with a focus on the service sector, China will expand market access and opening-up areas, further expand opening-up pilot projects in value-added telecommunications, biotechnology, and wholly foreign-owned hospitals. China will reduce barriers at the "border" and "behind the border," and implement the principle of "entry followed by compliance." China will implement a strategy to enhance free trade pilot zones, and construct a high-standard Hainan Free Trade Port. Externally, opening-up will promote cooperation and mutual benefit. China will promote common opening-up through its own opening-up, expanding the international economic and trade "circle of friends." China will expand areas and regions of unilateral opening-up, implement 100% tariff-free treatment for products from the least developed countries with diplomatic relations, accelerate the process of regional and bilateral trade and investment agreements, and continue to push for accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the Digital Economy Partnership Agreement, expanding the network of high-standard free trade areas. China will constructively participate in global economic governance, uphold the multilateral trading system, fully engage in the reform of the World Trade Organization, uphold the legitimate rights and interests of developing members, and play a comprehensive role in formulating rules in new areas. China will promote the construction and maintenance of a fair, just, open, inclusive, and mutually beneficial international economic order.
