On January 13, the State Council Information Office held a regular policy briefing to introduce the relevant situation of the "Comprehensive Management Action Plan for Solid Waste". Deputy Director of the National Development and Reform Commission, Zhou Haibing, stated that the "Action Plan" clearly defines the boundary of responsibilities between the government and enterprises, insisting on the principle of "who pollutes, who treats", to eliminate the phenomenon of "companies making profits but leaving pollution behind", and to prevent the government and the public from bearing the cost. Next, the NDRC will work with relevant departments to improve supporting systems, introduce comprehensive management measures for the utilization of power batteries in new energy vehicles, revise the guidance catalog for industrial structural adjustment, and increase efforts to limit and eliminate outdated processing equipment.
