Li Lecheng, Secretary of the Party Group and Minister of the Ministry of Industry and Information Technology, stated that in 2026, the advantageous conditions of strong resilience, great potential, and vitality in the development of China's industrial economy have not changed. Of course, there are also some risks and challenges, but as long as we have confidence, face difficulties head-on, and use innovative thinking and reform measures, fully utilizing and effectively the advantages, we can definitely promote the stable and long-term development of the industrial economy. We will focus on four aspects of work: "stable", "expansion", "innovation", and "growth".
"Stable" means stabilizing the growth of key industries and key regions. The industrial added value of key industries and regions accounts for 80% of the total industrial output. We will fully leverage the advantages of large scale, long industrial chains, and strong driving forces in key industries, and implement in-depth the work plans for stabilizing the growth of the ten key industries such as steel, non-ferrous metals, and petrochemicals. We will continue to support industrial provinces in carrying the main responsibilities, strengthen policy support, and ensure factor security.
"Expansion" means tapping potential and expanding effective demand. We will strengthen supply-demand coordination, actively promote flexible manufacturing, accelerate the innovative application of new technologies and models such as artificial intelligence, and establish a lineup of Chinese consumer brand products in different industries and fields, guiding companies to increase production of products that meet market demand. We will expedite the launch of major projects in the 15th Five-Year Plan period and enhance coordination between industry and trade policies.
"Innovation" means promoting value creation and winning with quality. We will coordinate the implementation of the Traditional Industry Renewal Action Plan and the Development and Enhancement of New Industries to create a new momentum for growth, advance major technological transformation and upgrades, and strengthen standard leadership, quality improvement, and brand building.
"Growth" means further enhancing the vitality and energy of business entities. We will improve the system for nurturing high-quality enterprises, pay close attention to helping companies, especially small and medium-sized enterprises, improve cash flow, and intensify efforts to clear overdue debts owed to companies. We will strengthen monitoring and warning of production capacity in key industries and capacity governance, and consolidate and expand the comprehensive outcomes of combating "zero-sum" competition.
