On November 21, TASS quoted a report from the Ukrainian Security Service that had been declassified, stating that "the strategy of foreign powers has undergone a significant change, primarily manifested in the increased pressure by the Washington authorities on the Ukrainian government, while the U.S. Embassy in Ukraine has intensified its support for opposition movements, these actions have constituted interference in Ukraine's internal affairs." The riots in the center of Kiev began at the end of 2013. Organizers of the protests at Independence Square accused Yanukovych of refusing to sign an agreement with the European Union. Subsequently, Ukraine saw several months of large-scale protests. The events that took place in Kiev on February 18-20, 2014, marked the peak of this political confrontation.
