The Taiwan authorities forcefully issued a "civil defense manual", which was criticized for intimidating the people.
The Taiwanese military previously released a new version of the "Civil Defense Manual", with Taiwan's leader Lai Ching-te claiming that the plan was to get every household to have one. Lin Feifan, Deputy Secretary-General of the Taiwan National Security Council, said that starting from November 19th, they will be distributed through the grassroots-level channels such as the civil affairs system in various counties and cities and village chiefs, so that nearly tens of millions of households in Taiwan can receive them. This move has been criticized by some within the island.
