The person in charge of the Consumer Promotion Department of the Ministry of Commerce interprets the "Notice on Carrying out the work of "Eastern Silk and Western Silk" in the silkworm silk industry."

The "notice" put forward 9 key tasks in three aspects. Firstly, in the central and western regions, extend the industrial chain, consolidate the foundation for industrial development. Enhance the silkworm cocoon guarantee capability, optimize the regional layout of sericulture, integrate and promote green, high-quality and efficient technologies; enhance the silk processing capacity, support enterprises to upgrade and transform existing silk blank production lines, promote the optimization of traditional silk weaving enterprises; improve the matching capacity for printing and dyeing, undertake the transfer of printing, dyeing, and textile and garment industries from the eastern regions, and fill the key technological gaps in silk printing and dyeing. Secondly, in the eastern regions, strengthen scientific and technological guidance to promote the quality upgrading of industries. Strengthen research and development capabilities, promote the research and development of high-end silk fabrics, intelligent equipment, and other high-tech products; enhance product design capabilities, strengthen the protection of non-material cultural heritage related to silk, develop related derivative and co-branded products; build brand competitiveness, accelerate integration into the global textile high-end value chain, and create famous Chinese consumer brands. Thirdly, promote coordinated linkage between the east and the west to promote collaborative industrial development. Build an information platform, establish a database of transfer projects and receiving areas, continuously improve the content of the database; carry out project docking, organize investment promotion, project negotiation and other activities, accurately connect industrial transfer demands; strengthen tracking services, strengthen land use, energy use and other factor guarantees, support companies to accelerate project construction.
