Liu Chen, former Party Secretary and Director of the Standing Committee of the People's Congress of Jiamusi City, Heilongjiang Province, has been expelled from the Party.

After investigation, it was found that Liu Chen had lost his ideals and beliefs, betrayed his original aspirations and missions, was disloyal and dishonest to the party, and resisted organizational inspections. He violated organizational principles by not truthfully explaining issues during organizational inquiries; he breached the bottom line of integrity, accepted bribes in violation of regulations, colluded with illegal businessmen, engaged in power-money transactions, used his position to seek benefits for others in project contracting, construction project administrative approval, land use rights transfer, and illegally accepted money and gifts.
