Mr. Zheng, a car owner in Guiyang, claimed that on October 23rd of this year, he purchased an electric car through the "trade-in old for new" program. However, when he applied for a subsidy based on the policy, he was informed that he was not eligible for the subsidy due to policy adjustments. The Department of Commerce of Guizhou Province stated: "Since the beginning of this year, the 'trade-in old for new' activities have received the attention and support of consumers. It is precisely because of everyone's active participation and support that the activities have been carried out smoothly and orderly. During the implementation of the activities, we have made dynamic adjustments in accordance with national deployment and the utilization of national subsidies, in order to adapt to the consumer purchasing needs. Considering the high enthusiasm of consumers to participate, we actively applied for additional provincial financial budget according to procedures, but according to policy requirements, this part of the funds cannot be retroactive, causing inconvenience, we ask for your understanding."
