The 16th special study session of the State Council emphasized putting the upgrading of standards in a more prominent position, speeding up the construction of a standard system that meets the requirements of high-quality development, and better playing the role of standards in guiding and ensuring. Without high standards, there can be no high quality. Currently, there are still problems in some manufacturing sectors such as being large but not strong, low-level repetitive competition, and core technology restrictions, often related to the lag or absence of the standard system. Promoting economic high-quality development through standard upgrading is to switch the development benchmark from "whether or not" and "how many" to "good or bad" and "excellent or not". Facing the challenges of global industrial chain restructuring and intensifying technological competition, strengthening the role of standards in guiding and ensuring is not only the key path to solving industrial homogenization and innovation fragmentation, but also the inevitable choice for China to build a modern industrial system and enhance international competitiveness.
