First, strengthening the construction of supporting mechanisms. By issuing the "Guidelines for the Performance of the Main Responsibilities of Tenderers," guiding tenderers to establish mechanisms such as compliance review of bidding documents and self-inspection of fairness throughout the bidding process, administrative supervision departments will strengthen the fairness review of winning bids through random inspections, complaints handling, etc., correcting unreasonable conditions that exclude private enterprises. At the same time, guiding and urging localities to promptly formulate lists of administrative supervision responsibilities for bidding and tendering, clarify the division of supervisory responsibilities, improve complaint handling mechanisms, and ensure that private enterprises have smooth channels for feedback and problem resolution. Second, enhancing the application of digital technology. Previously, the National Development and Reform Commission organized training for a group of professional large models in Anhui, Zhejiang, Jiangsu, Guangdong, Guizhou, and other places to carry out intelligent detection of bidding document compliance in key scenarios. A total of 31,000 bidding projects have been conducted, correcting 19,000 issues such as illegally setting qualifications and performance conditions, with initial results. Next, based on previous work, further strengthen model training and optimization, steadily expand the application scope, improve application mechanisms, enhance the accuracy and efficiency of identifying various unreasonable restrictions, and ensure strict compliance with relevant institutional regulations. Third, increase the supervision and correction efforts. Pay close attention to the dynamics of revisions to bidding and tendering policies and measures in various regions and market conditions, and if situations requiring private enterprises to establish subsidiaries or join associations are found, organize relevant departments to strictly investigate and correct them in accordance with the law. Timely publicize a group of typical cases of setting trade barriers illegally to create a strong deterrent.
