The Ministry of Civil Affairs issues the "Guidelines for the Filing of Public Fundraising Plans for Charitable Organizations"

In order to further regulate the public fundraising activities of charitable organizations, the Ministry of Civil Affairs issued the "Guidelines for Filing Charity Organization Public Fundraising Plans" today, requiring charitable organizations with the qualifications for public fundraising or other non-profit organizations that are permitted to conduct public fundraising according to laws and regulations to openly solicit property from the society based on charitable purposes. Ten days before carrying out public fundraising activities, they should submit relevant filing materials online through the national charity information platform, "Charity China," and file their public fundraising plans with the civil affairs departments at or above the county level. The filing materials include: the public fundraising plan filing form and related attachments, cooperative fundraising materials, and other relevant materials. These measures will be implemented from January 1, 2026.
