The Ministry of Industry and Information Technology revised and issued the "Implementation Measures for the Sale License of Civil Explosives".

In order to further strengthen and optimize the management of civilian explosive materials sales, regulate the development of the industry, safeguard the safety of the lives and property of the people, the Ministry of Industry and Information Technology recently issued the revised "Implementation Measures for the Sale of Civil Explosive Materials Licenses". The application, review and approval of civilian explosive materials sales permits, as well as related supervision and management, shall be subject to these measures. The "Measures" shall come into effect on January 1, 2026, and mainly improve the supervision system, improve the licensing procedures, strengthen supervision and management, and improve penalty measures.
