Shanghai issued the "Shanghai Action Plan for Reducing Costs, Improving Quality and Increasing Efficiency in Transportation and Logistics"

The Shanghai Municipal People's Government has issued the "Action Plan for Transport and Logistics Cost Reduction, Quality Improvement and Efficiency Enhancement in Shanghai", in which it proposes that by 2027, the ratio of total social logistics costs to GDP in the city should strive to be reduced to below 12%. Internationalization of shipping and significant improvement in international logistics competitiveness, with port container throughput exceeding 52 million standard containers, waterway freight turnover increasing by around 8% compared to 2023, and combined rail-water transport volume maintaining rapid growth. The carrying capacity and service level of transportation and logistics continue to strengthen, with the deepening promotion of the interconnection, supplementary network construction and strong linkages of transportation infrastructure. The level of urban production, life, and material distribution has significantly improved. Intermodal transport, digitalization, intelligence, and greening of services such as sea-rail transport, river-sea transport, and road-rail transport continue to strengthen. A batch of transportation and logistics enterprises with international competitiveness are gradually forming.
