Shenzhen plans to further regulate the operation and management of social rental housing, with rents not exceeding 90% of the market reference rent.

According to the Shenzhen Housing and Construction Bureau, in order to further regulate the management of affordable rental housing rented out by social entities, the bureau has drafted the "Management Regulations for Social Entities Renting Affordable Rental Housing in Shenzhen" and is now soliciting opinions and suggestions from the public until November 29. The "Regulations" focus on aspects such as the release of rental housing sources by social entities, determination and filing of rents, verification of leasing conditions, leasing charges, and supervision and management. In terms of rent management, the "Regulations" clearly stipulate that the rent for affordable rental housing rented out by social entities shall not exceed 90% of the market reference rent for the same quality housing in the same area during the same period. The operating unit must determine the rent in compliance with this standard and register it with the competent authority. The "Regulations" also establish a mechanism for filing rents for affordable rental housing rented out by social entities, and if necessary, the municipal housing and construction department may organize relevant agencies to assess and calculate the rent for such housing.
