"Negative electricity price does not mean that power plants need to pay money to electricity users, nor does it mean 'negative electricity bills.'" Zhang Yanqin, deputy director of the Market Supervision Department of the National Energy Administration, said at a routine press conference on October 31. Against the background of the increasing proportion of new energy installed capacity, "negative electricity price" is not only a direct manifestation of the temporary imbalance between power supply and demand, but also a direct reflection of the integration of new energy through spot market prices. With the full entry of new energy into the market and the more sound operation of provincial spot markets, "negative electricity prices" may occur more frequently.
