The website of the Ministry of Agriculture and Rural Affairs on October 29 published a "Risk Alert Regarding Recent Illegal Elements Distorting the Ministry's Agricultural and Rural Infrastructure Financing Project Library Services and Falsely Promoting Agriculture-Related Projects." It stated that the Ministry does not have fake investment and financing projects or special investment funds such as the "National Agricultural Reinvestment Special Support Loan" or the "Three-Dimensional AI Shrimp Farming Special Fund Project." Do not readily believe false promotions by illegal institutions claiming that they can handle ministry project applications on behalf of others, obtain large special support funds, and require advance payment of handling fees, inspection fees, documentation fees, and other charges.

Risk Alert Regarding Recent Illegal Elements Distorting the Ministry's Agricultural and Rural Infrastructure Financing Project Library Services and Falsely Promoting Agriculture-Related Projects
Recently, agricultural and rural departments at different levels, including provincial, municipal, and county levels, and agricultural business entities have reported to us that some illegal institutions and individuals, posing as staff of the Ministry of Agriculture and Rural Affairs or experts in the rural revitalization field, have distorted the service functions of the Agricultural and Rural Infrastructure Financing Project Library (hereinafter referred to as the "Financing Project Library") built by the Ministry. Under the guise of project planning and investment and financing consulting, they spread false information to agricultural business entities, such as claims that all or most of the investment in relevant projects is borne by a special fund of the Ministry of Agriculture and Rural Affairs, that large low-interest loans do not occupy the enterprise's existing credit line and do not need to be repaid, that project capital is advanced by central and state-owned enterprises, and that all products produced will be exclusively sold by the state. They also falsely claim that investment and financing projects can be submitted to the Ministry through special channels, defrauding agricultural business entities of money. Some scams also require local governments to cooperate in providing land, designate state-owned enterprises to advance funds, and fabricate the illusion of procedures such as layer-by-layer applications and on-site inspections by ministries. The relevant fraudulent activities have seriously disrupted market order and harmed the rights and interests of business entities. The following reminders are hereby provided:
1. The Financing Project Library is a public welfare service platform established by the Ministry. It is an important tool for agricultural and rural departments at all levels, based on their functions and responsibilities, to advance financial support for agriculture and guide the expansion of credit lending to agriculture, rural areas, and farmers. The Financing Project Library mainly provides services in policy release, project reserve management, financing matchmaking, financing monitoring, statistical analysis, interest subsidy review, ledger registration, and case sharing, helping to improve the availability of investment and financing for industrial development and infrastructure construction in key areas and the quality and effectiveness of financial services. All the above services provided by the Financing Project Library are public welfare in nature and do not charge agricultural business entities any fees.
2. The Ministry does not have fake investment and financing projects or special investment funds such as the "National Agricultural Reinvestment Special Support Loan" or the "Three-Dimensional AI Shrimp Farming Special Fund Project." Do not readily believe false promotions by illegal institutions claiming that they can handle ministry project applications on behalf of others, obtain large special support funds, and require advance payment of handling fees, inspection fees, documentation fees, and other charges.
3. If there is a genuine need for financing matchmaking, please contact local banks, rural credit cooperatives, and other formal financial institutions and submit application materials in accordance with regulations. If assistance with matchmaking is needed, you may consult the local agricultural and rural department, or log in to the financing project library section of the Ministry of Agriculture and Rural Affairs Comprehensive Financing Service Platform for Major Projects (https://apfp.agri.cn) to fill in relevant information, apply for financing matchmaking services, and enjoy agricultural benefit policies such as facility agriculture loan interest subsidies and equipment renewal loans in accordance with regulations.
4. Banks qualified to cooperate with the Financing Project Library include China Development Bank, Agricultural Development Bank of China, Export-Import Bank of China, Industrial and Commercial Bank of China, Agricultural Bank Of China, Bank Of China, China Construction Bank Corporation, BANKCOMM, Postal Savings Bank Of China, CITIC BANK, Shanghai Pudong Development Bank, China Everbright Bank, Industrial Bank, China Merchants Bank, China Guangfa Bank, Hua Xia Bank, China Zheshang Bank, CBHB, Ping An Bank, Hengfeng Bank, China Minsheng Banking Corp.,Ltd., and other 21 national banks, as well as Bank Of Beijing, Bank of Ningbo, Bank Of Jiangsu, Bank Of Nanjing, Bank of Shanghai, and other 5 systemically important city commercial banks. Other banks are not currently included. The agriculture, rural areas, and farmers credit products and services launched by the relevant cooperating banks all have strict application conditions, approval procedures, and fund supervision requirements. There are no unconventional measures such as excessively large credit amounts, zero thresholds, or no repayment required.
Please remain vigilant, carefully verify the authenticity of information, and guard against fraud. If you discover such false promotions or clues suspected of fraud, please promptly report them to the public security authorities.
