It mentioned strengthening the supply of RV tourism products and management services. Regions with suitable conditions should be guided to integrate cultural and tourism resources and create a number of distinctive RV tourism routes. Tourism enterprises should be encouraged to integrate resources such as RV sales, leasing, and tourism travel, launch customized tourism products, and cultivate and expand the RV consumer market. High-quality self-driving tourism highways should be developed, and facilities such as parking areas and viewing platforms along the way should take into overall consideration the parking needs of RVs. RV camping behavior should be regulated, and phenomena such as illegal use of open flames, illegal parking, unauthorized installation of facilities, unauthorized connection to water and electricity, littering, and damage to public facilities, equipment, and green spaces should be rectified, while advocating leave-no-trace camping.

The RV insurance service system should be improved, and the quality and efficiency of services such as emergency rescue and rapid claims settlement should be enhanced.

Several Measures on Promoting RV Consumption

In order to implement the decisions and arrangements of the Party Central Committee and the State Council on expanding domestic demand and boosting consumption, remove bottlenecks in RV consumption (including motor caravans, caravan trailers, and camping vehicles), cultivate new business forms such as RV camping, unleash the potential of RV consumption, and better meet the people's growing needs for a better life, the following measures are hereby proposed.
I. Improve the quality of RV supply. Enterprises should be encouraged to do a good job in product applicability development and design, enhance RV experience and comfort, and meet diversified and personalized consumer needs. The development of new energy RVs should be encouraged, and the level of intelligence and green development of RVs should be improved. Research and formulation of standards for complete vehicle safety and important system components should be accelerated, and support should be given to modifications such as RV energy storage and living facilities to improve product safety performance and quality.
II. Optimize the management of RV registration, scrapping, and driver training and testing. Research should be conducted on revising the "Road Traffic Management - Motor Vehicle Types" standard to improve RV registration management requirements. III. Ensure RV passage and parking. All localities should be supported in refining urban road traffic management measures according to the principle of classified management and ensuring the normal passage of various types of RVs in accordance with the law. When setting height restriction devices at major urban intersections and public parking lots, full consideration should be given to the passage needs of RVs. All localities should be encouraged to build centralized RV parking areas in light of actual conditions, and newly built or renovated public parking lots should plan and set up RV parking spaces according to local conditions. Tourist attractions should be guided to ensure RV parking in light of actual conditions. Expressway service areas should be encouraged to plan and set up RV parking areas and provide basic services such as water replenishment, charging, and sewage discharge. Various parking lots should reasonably determine RV parking service charging standards. Regions with suitable conditions should be supported in providing services such as parking information inquiry, parking space reservation, and mobile payment for RVs to improve the level of informatization services.
IV. Strengthen RV campground construction. In territorial spatial planning, the space needs of RV campgrounds should be comprehensively guaranteed and included in the "one map" of natural resources management and territorial spatial planning. If an RV campground is to be built in an area where detailed planning has not yet been compiled, the competent natural resources department at the city or county level may, on the premise of complying with the management and control requirements for cultivated land protection and ecological protection red lines, propose site selection opinions or demonstration plans for planning conditions based on the overall territorial spatial plan and management and control requirements, and after performing corresponding approval or filing procedures, use them as the basis for issuing site selection opinions or proposing planning conditions. For simple RV campgrounds that do not harden the ground, they may be managed according to the original land type in accordance with the law. For RV campgrounds that comply with the "Catalog of Land for Allocated Use," land may be supplied by allocation; for those that do not comply, operating entities should be supported in obtaining land through long-term lease, lease-first-then-transfer, and other methods. Inefficient and idle resources should be encouraged to be revitalized for the construction of public RV campgrounds. RV campgrounds should be promoted along tourist attractions, tourist resorts, and scenic tourism routes with suitable conditions. Standards related to RV campground construction, management, and services should be improved, rating management should be advanced in an orderly manner, and RV campgrounds should be guided toward standardized and high-quality development.

Regions with suitable conditions should be guided to integrate cultural and tourism resources and create a number of distinctive RV tourism routes. RV leasing enterprises should be supported in using technologies such as artificial intelligence and virtual reality to provide services such as intelligent recommendations, video vehicle viewing, and remote guidance. All types of acts infringing on the rights and interests of RV leasing consumers should be severely cracked down on in accordance with the law.
VII. Increase financial support. RV-related financial products and services should be improved, and financial institutions should be promoted to support RV consumption through multiple channels. All localities should be encouraged to adopt support measures in light of actual conditions to reduce the operating costs of enterprises such as RV leasing and RV campground operations. Insurance institutions should be guided to launch insurance products with diverse types that effectively cover various consumption scenarios according to the characteristics of RV consumption, provide products and services such as insurance for luggage and belongings carried in the vehicle and home property insurance inside the vehicle, and reasonably determine insurance rates. The RV insurance service system should be improved, and the quality and efficiency of services such as emergency rescue and rapid claims settlement should be enhanced.
VIII. Implement actions to promote RV consumption. Regions with suitable conditions should be encouraged to improve policies for promoting RV consumption in light of actual conditions, promote new RV lifestyles, cultivate RV consumption culture, and raise the level of RV consumption. Regions with vehicle purchase restrictions should be encouraged to optimize RV management measures and promote the shift from purchase management to use management. Cities piloting automobile circulation and consumption reform should be supported in listing the promotion of RV consumption as a reform task, and cities piloting new consumption forms, models, and scenarios should be encouraged to include eligible consumption scenarios such as RV campgrounds within the scope of support. Support should be given to including RV campgrounds in tourism promotion activities and promoting linked discounts between campground consumption and surrounding consumer business forms. RV consumption-friendly destinations should be launched in batches.
IX. Implement safety management responsibilities. All localities should be promoted to effectively fulfill responsibilities for standardized management and work safety, strengthen project assessment and screening, prohibit the layout of RV camping projects in areas prone to natural disasters, important ecological locations, and sensitive and fragile areas, reasonably control project scale, and avoid idle and wasted resources. Vehicle safety technical standards should be strictly implemented, and driver safety education and management should be strengthened. Fire and electricity use management should be strictly enforced, disaster warning and safety reminders should be strengthened, and risk prevention, response, and emergency support capabilities should be improved.
All regions and relevant departments should strengthen organizational leadership, cooperate closely, do a good job in policy alignment, refine work measures, and ensure that all measures to promote RV consumption are implemented. Publicity methods should be innovated, civilized tourism should be advocated, and a favorable public opinion environment should be created for promoting RV consumption.
