The meeting thoroughly studied and implemented the spirit of the "14th Five-Year Plan," and discussed the committee's key work for the second half of 2026. The meeting was chaired by the committee's chair, Sophie Su, General Manager of Goldman Sachs (China) Securities, with relevant leaders from the association present and giving speeches. Over 30 participants attended the meeting, including relevant staff from the China Securities Regulatory Commission's Institutional Department and International Department, as well as deputy chairs and representatives of committee members.
The meeting pointed out that the national "14th Five-Year Plan" outlines comprehensive strategic deployments for expanding high-level opening-up, collaboratively building a high-quality "Belt and Road," and accelerating the construction of a financial powerhouse, proposing a series of key tasks. The committee should focus on the overall situation of national opening-up and building a financial powerhouse, taking services for the real economy, both "going out" and "bringing in," as the starting and ending point of its business. It aims to address the bottlenecks and difficulties in the industrys internationalization as a work focus, build a bridge for regular communication between regulators and the industry, and effectively promote the improvement of the industrys cross-border comprehensive service capabilities, achieving its own high-quality development while supporting the two-way opening of the capital markets.
The meeting discussed the goal of accelerating the construction of first-class investment banks and investment institutions with Chinese characteristics and reported on the phased progress of key work in areas such as "cross-border data" and "cross-border capital" that the committee promoted in the first half of the year. It concentrated on discussing a series of key research directions for the second half of the year, including development paths and models of international large comprehensive investment banks, the development of boutique characteristic investment banks and specialized service providers, internationalization strategies and management models for overseas investment banks, functional plays of overseas securities companies, regulatory systems for international securities operating institutions, and how securities firms can utilize pilot free trade zones to achieve high-quality development.
In the next steps, the committee will, under the support and guidance of regulatory departments, continue to deeply implement the relevant work arrangements for "promoting the accelerated construction of first-class investment banks and investment institutions with Chinese characteristics," guided by the spirit of the "14th Five-Year Plan." It aims to produce high-quality industry research results and policy recommendations, transforming from "identifying problems" to "solving problems," effectively addressing challenges and practical matters for the industry, and advancing the international development of the securities industry to a new level.
