In order to implement the "15th Five-Year Plan for National Economic and Social Development" regarding "deepening the construction of digital China" and the "overall layout plan for digital China construction" related to "conducting monitoring and evaluation of digital China development", and to better reflect the overall situation of digital China construction, under the guidance of the National Bureau of Statistics, the National Academy of Data Development Research led a joint effort with the National Information Center, China Institute of Information and Communications, Tsinghua University, International Trade and Economic Cooperation Research Institute of the Ministry of Commerce, Renmin University of China, Beijing Forestry University, and CCID Research Institute. From last year's foundation, the revised and improved "Digital China Development Index" was calculated to provide decision-making support for the coordinated promotion of digital China construction. This year, the focus of the revision work is on strengthening the systematic nature of the index system, clarifying the value of each level of index, enhancing the synergy with other index systems, and ensuring that the index system has a leading role. The index system has been adjusted from 10 primary indicators and 47 secondary indicators last year to 10 primary indicators, 26 secondary indicators, and 78 tertiary indicators this year. The results show that based on the 2020 base year (with a base index value of 100), the Digital China Development Index for 2025 is 170.1, a year-on-year increase of 12.99%. Looking at the sectors, in 2025, the index for the development of digital infrastructure, data resource development and utilization, and digital international cooperation all achieved double-digit growth year-on-year. In terms of specific indicators, by 2025, China's Smart Computing scale reached 1.59 million PFLOPS (FP16), more than triple the level in 2024. The total production volume of data resources reached 52.26 ZB (zettabytes), with a composite annual growth rate of 24.89% over the past three years. Based on the growth rate in the first half of 2025, it is estimated that China's total digital service imports and exports will exceed $430 billion in 2025, maintaining steady growth over the past four years with an acceleration in annual growth. Hu Jianbo, President of the National Academy of Data Development Research, stated that in the next step, they will continue to carry out monitoring and evaluation of digital China development to timely discover new characteristics and trends in digital China development. By scientifically reflecting the progress and effectiveness of digital China construction through index data collection and index calculation, they will support decision-making for digital China construction and contribute to high-quality economic and social development.
